"Ballot Rigging" by Advancing Aberystwyth (Proof Part 2)
The area in which the BID covers is defined by the Street List and can only include those within these streets, either as part or a whole.
Back in 2016 the levy zone extended along the seafront as far south as South Marine Terrace, the harbour area, South Promenade, to give its street name, was excluded.
Fast forward to 2021 and it appears that despite claims that the boundary is unchanged, The Cake Shop ( old Pysgoty ) is included in the voter list, despite clearly not eligible.
Some would say, "Does it really matter ?" Well, it does matter, there are clear criteria to meet in order to have a vote in the ballot, and to pay the levy thereafter should it be successful. There is certain legislation that a BID ballot needs to follow, clearly Advancing Aberystwyth and Ceredigion County Council are not following any.
This really does highlight the flaws in the process in how businesses outside the zone are unknowingly getting a ballot paper delivered, yet those inside don't get one.
The Council and Advancing Aberystwyth have had full access to this list for many months, and AA have used this to canvass the voters, yet neither have spotted this, although I spot it within a few minutes of getting a heavily doctored list.

Once again, the responsibility for the accuracy of the list and the ballot process is with the Returning Officer of Ceredigion County Council, who is fully aware of this example and others, so it is over to Eifion Evans, the Chief Executive of CCC.
